VILLAGE OF HOBART BOARD MEETING MINUTES OCTOBER 15, 2018
The regular meeting of the Village of Hobart Board of Trustees was called to order by Mayor Aaron Kaufman at 6:36 p.m. Those present were Mayor Kaufman, Trustees Gordy Key, Kayla Mason and Jim Quarino, Clerk-Treasurer Kellee Estus, Superintendent of DPW Lucas McMullen, Chief Operator of Waste Water Richi Horne, Andrew Flach and Kristina Zill.
Chief Operator Richi Horne reported to the Board that Tim had passed his 4A license certification test. As a follow up to last month’s meeting, she asked if she could get the credit card information to set Jake up to reschedule his test in November. Mayor Kaufman said yes.
Horne stated she found a water class for Tim and Dan that would be held at the New York Power Authority’s Visitor Center in the beginning of December. Mayor Kaufman stated both employees would be signed up for that class. Chief Operator Horne reported that the backflow devices had been tested at both plants. She stated Bill Farley did all the calibrations at the water plant. Layne Christensen Company pulled and cleaned the pumps at the water plant. One was shot so they put a back-up in and are taking the motor to rebuild it. Trustee Quarino asked about Therings in Oneonta and Mayor Kaufman stated Dons Dairy Supply also rebuilds motors. Layne also offered a quote for a new pump. She was asked to get two more quotes. Chief Horne stated the liquid line at Mallinckrodt was scheduled to start up again the 1st or 2nd week in November. She stated they got the tanks at the sewer plant ready for inspection and she and Jake attended the training class in Sidney.
Superintendent of DPW Lucas McMullen reported to the Board that the crew flushed the fire hydrants and exercised the water shut offs. He stated one fire hydrant near the cemetery isn’t working. Mayor Kaufman told McMullen to contact Boyle’s Excavating to see if they could fix it right away. Superintendent McMullen stated they primed and painted the trackless machine, fixed the brakes and he was able to find an electrical short and fix it. They serviced the leaf vacuum and will be getting the sander on the flatbed truck and continue to service machines.
Andrew Flach stated it had been a great Farmer’s Market season this year. He also stated Rotary was willing to donate bike racks, three or four of them and they would not be permanent. He asked if they could be assembled and stored by the Village.
The September Treasurer’s Report was reviewed by the Board. A motion to approve the report with the following changes was made by Trustee Mason, with a second by Trustee Key, with all in favor, carried. In the General Fund, transfer $903.00 from 3410.4 to 3410.4-6. In the Water Fund, transfer $354.23 from 1990 to 1910.1; transfer $312.00 from 1990 to 1910.3. In the Sewer Fund, transfer $1.40 from 1990 to 1910-5. In the NYC Fund, transfer $1341.30 from 1990 to 8130.4-20. A motion to approve the minutes of last month’s meeting was made by Trustee Mason, with a second from Trustee Key, with all in favor, carried.
Mayor Kaufman continued the meeting with old business. He tabled the subject of the property off of Reservoir Road as Trustee Reinshagen was not at the meeting. In regard to a law for fowl in the Village, the Board reviewed a proposed law to have chickens in the Village. On page 2, under letter B it was suggested to insert wording stating if a person wanting chickens is a renter of a single family dwelling, they will need to provide written permission from the owner. The Board approved the draft law as written with the change. The draft will go to Village Attorney Hubbard for review. A public hearing to pass the law will be scheduled for 6 p.m. prior to the November 19th Board meeting. Regarding the subject of the police officer, it was agreed to rally to get support from the Town of Stamford. In regard to the NYSERDA grant, Kristina Zill stated she only had 9 signups for the solar event. The deadline is the first week in November but she feels she will have 10 by then. She stated the Village could also lease the electric charging station for 4 years for one dollar. The lease does require a maintenance agreement. Mayor Kaufman stated he would have Village Attorney Hubbard review the lease. In regard to water issues, Mayor Kaufman stated Francois Vedier of Lamont Engineers is still working with Rural Development to gain access to work on the grant application. It was found that Maple Avenue is the only viable location to drill a well.
In new business, Mayor Kaufman stated as a result of the state audit, NYSLRS is requiring the Village to pass a Standard Work Day resolution for employees. The resolution focused on the Clerk-Treasurer, Department of Public Works and Waste Water Treatment Plant Employees. The resolution was passed with all ayes from the four Board members present. Mayor Kaufman asked the Board if they all agreed to send Tim and Dan to the class. All Board members said yes. Mayor Kaufman discussed how Lucas will be receiving an $8500 grant for a backhoe attachment for the tractor. Eklunds has one for $9700. After some discussion regarding what the backhoe attachment’s benefits were, Mayor Kaufman asked the Board if they agree to spend the additional $1200 out of pocket. It was unanimously agreed to do so. John Marshke cleaned two of the chairs from the community center to see how clean he could get them. He suggested cleaning all of the chairs including the new ones so they all look the same. The Board agreed for him to clean all of the blue chairs for $3/chair.
A motion to approve the following bills on Abstract No. 5 was made by Trustee Key with a second from Trustee Mason, with all in favor, carried.

A motion to adjourn the meeting at 8:03 p.m. was made by Trustee Key with a second from Trustee Mason, with all in favor, carried. Meeting adjourned.
