VILLAGE OF HOBART BOARD MEETING MINUTES JUNE 17, 2019
The regular meeting of the Village of Hobart Board of Trustees was called to order by Mayor Aaron Kaufman at 6:35 p.m. Those present were Mayor Kaufman, Trustee Kayla Mason, Trustee Gordy Key, Village Attorney John Hubbard, Clerk-Treasurer Kellee Estus, Superintendent of DPW Lucas McMullen, Chief Operator of Waste Water Richi Horne, Andrew Flach, and Cody Hager.
Superintendent of DPW Lucas McMullen reported to the Board that the crew has installed more cellular meters, placed the flowers on the road signs and dug up and repaired Brunson’s shut off on Main Street. He stated DEC issued the Village a permit for an insert for the culvert in Grant Brook on Maple Avenue rather than a culvert replacement. He asked the Board for permission to purchase a blade for the concrete saw which would be about $100. The Board agreed to this purchase.
Chief Operator of Waste Water Richi Horne reported to the Board that the Department of Health came out to see Dan and Tim at the water plant as part of the criteria for them to receive their water licenses. The water tower is currently full. Full is approximately 16.6 feet. Mayor Kaufman asked if it could be noted that when the tower gets to 12 feet the Clerk needs to be notified and she will contact the Board members. Chief Horne stated she attended a Rural Water conference last month. She also stated the Village used shared services by using the Town of Stamford’s sewer jetter and LVDV’s guy Greg who came to run it for a repair in the Village. She stated the blowers were serviced and they CIP’d the slave unit. She stated Jake, Lucas and she attended training in Sidney and talked about the SWAP letter that could go to senators for support.
Andrew Flach stated the farmer’s market will hold a repair clinic for bicycles on the 21st. This will be a free service offered by Otsego Bike Co.
In regard to the fire department, Mayor Kaufman stated the Village owned truck – 1812 was fixed again. The governor in the truck went again so it was completely replaced. Two estimates from Tom Magnan for lighting at the water plant and the fire department small truck bay were viewed by the Board. Mayor Kaufman asked if the Board wanted to go with the quotes or try to get more quotes. A motion was made by Trustee Mason with a second from Trustee Key to accept the quotes from Magnan Electric with all in favor, carried. The Board reviewed the Treasurer’s report. A motion to accept the report with the following changes was made by Trustee Key with a second from Trustee Mason, with all in favor, carried. (See attachment.) A motion to accept the minutes of last month’s Board meeting was made by Trustee Mason, with a second from Trustee Key, with all in favor, carried.
Mayor Kaufman continued the meeting stating the water issues are the same and the police officer subject is tabled for now.
In new business, Mayor Kaufman asked Village Attorney Hubbard about the refusal of water meter replacement. Options could be to either discontinue service or charge a flat fee. After some discussion, and review of the Village’s water law, Village Attorney recommended if someone does not comply with the replacement of their water meter it will result in the termination of their water. Mayor Kaufman stated he had spoken with Dottie Wetmore regarding the curb at her residence. Landscaping bricks were a cheaper alternative but may get taken out when snow plowing. Mayor Kaufman stated in the reporting of an absence for employees, he forgot to add that when going to the doctor, the employee needs to get a note from the doctor stating they had been seen on that day and could return to work full duty. The Board discussed whether or not to have the times the employee was seen at the doctor included as a requirement. It was decided that the times did not have to be included in the doctor’s note.
A motion to approve the bills on Abstract No. 1 was made by Trustee Mason, with a second from Trustee Key, with all in favor, carried.

A motion to adjourn the meeting at 7:38 p.m. was made by Trustee Key with a second from Trustee Mason, with all in favor, carried. Meeting adjourned.
