VILLAGE OF HOBART BOARD MEETING MINUTES NOVEMBER 18, 2019
The regular meeting of the Village of Hobart Board of Trustees was called to order at 6:33 p.m. by Mayor Aaron Kaufman. Those present were Mayor Kaufman, Trustees Jim Quarino, Amy Reinshagen, Kayla Mason and Gordy Key, Village Attorney John Hubbard, Clerk-Treasurer Kellee Estus, Superintendent of DPW Lucas McMullen, Chief Operator of Waste Water Richi Horne, Andrew Flach and Mary VanValkenburg.
Superintendent McMullen reported to the Board that the crew had been busy vacuuming leaves and servicing winter equipment. He stated the ’04 Ford 450 had needed a new alternator and as soon as a new one was put in it burned up immediately. The truck was taken to M & M Motors and it will need $13,000 in parts alone. McMullen wished to thank the Board for the purchase of the 2011 Ford 550 with sander and plow. The Board discussed holding off on the transport of the truck to look for a cheaper way to get it here.
Chief Operator of Waste Water Richi Horne reported to the Board that they had their quarterly inspection and had to order parts for the poly blend machine. She said she has been researching turbidimeter replacement. Regarding the water plant, Horne stated Layne’s called and will be putting the pumps in tomorrow. She said that Francois Vedier of Lamont Engineering suggested the Board should write a resolution that the expenditure for the pumps is intended to be reimbursed through a funding project.
McMullen stated that Boyle Excavating started the fuel tank replacement today. McMullen asked the Board where the tank was to be placed as Boyle’s had asked him.
Andrew Flach stated the Rotary would be collaborating with the Farmer’s Market for the Holiday Market Fair in December. The Rotary would like to use the kitchen the Friday prior to the event. Flach asked if another application form would have to be filled out. He will coordinate with Clerk-Treasurer Estus on this.
The Treasurer’s Report was reviewed by the Board. A motion to approve the report with the following changes was made by Trustee Key with a second from Trustee Mason, with all in favor, carried. In the General Fund, transfer $1045.99 from 3410.2 to 3410.4. In the Water Fund, transfer $429.42 from 8340.4 to 1910.1. In the Sewer Fund, transfer $276.00 from 8130.4-4 to 8130.4-11. A motion to approve the minutes of last month’s meeting was made by Trustee Mason, with a second from Trustee Key, with all in favor, carried.
Mayor Kaufman continued the meeting with old business. In regard to the water issues, he stated he had not yet reached out to SpecGX as he was waiting for a better idea of what would be needed and what costs would be. In regard to the police officer, Village Attorney John Hubbard stated he had done more research on what was needed. He spoke with NYCOM and will have something next month. Regarding truck issues, the Dodge has a check engine light on and will be going into a shop to get checked out. The sick donation policy will be taken off the agenda.
In new business Mayor Kaufman stated Andrew VanBuren will become a tenant at the Activity Center beginning January 1st of 2020. Mary VanValkenburg asked if the water issue would benefit from letters to politicians.
A motion to pay the following bills on Abstract No. 6 was made by Trustee Key with a second from Trustee Mason, with all in favor, carried.

NYC Fund Voucher No. 116-140 $22,550.87
A motion to adjourn the meeting at 7:23 p.m. was made by Trustee Key with a second from Trustee Mason, with all in favor, carried. Meeting adjourned.
