VILLAGE OF HOBART BOARD MEETING MINUTES                             APRIL 20, 2020

 

            A public hearing for the 2020-2021 Village of Hobart budget was held prior to the Board meeting at 6 p.m. via a Zoom meeting due to the Covid-19 pandemic.  Those present in the Zoom meeting were Mayor Aaron Kaufman, Trustees Kayla Mason, Amy Reinshagen and Gordy Key, Village Attorney John Hubbard, Clerk-Treasurer Kellee Estus and Cody Hager.  Mayor Kaufman opened the public hearing at 6:06 p.m.  There were no comments or questions. Mayor Kaufman closed the public hearing at 6:30 p.m. and called to order the regular meeting of the Board of Trustees at 6:30 p.m.  Those present for the Zoom meeting were the same as the public hearing with the addition of Rosie Lamport. 

            Mayor Kaufman began the meeting with Department Head reports.  He said both the Superintendent of DPW and Chief Operator of Waste Water had submitted reports but there was nothing of major concern to report.  A motion to accept the March Treasurer’s report with the following changes was made by Trustee Reinshagen with a second from Trustee Mason.  In the General Fund, transfer 331.69 from 1325.1 to 1325.4-4; transfer $206.65 from 1620.4-A to 1325.4; transfer $1174.10 from 1620.4-F to 1620.1-3; transfer $962.62 from 1620.4-F to 1620.4-1; transfer $68.56 from 1620.4(HAC) to 1620.4; transfer $554.08 from 1620.4-F to 1910-D.  In the Water Fund, transfer $71.76 from 8340.2 to 8320.1-4; transfer $46.10 from 8340.2 to 8320.1-5.  In the Sewer Fund, transfer $2557.35 from 8130.4-2 to 8130.4-4.  In the NYC Fund, transfer $2291.42 from 8130.2-4 to 8130.2-7.  Transfer $1544.15 from 8130.4-39 to 8130.4-3; transfer $91.54 from 1990 to 8130.4-32.  A motion to accept the minutes from last month’s meeting was made by Trustee Mason, with a second from Trustee Reinshagen, with all in favor, carried. 

            Mayor Kaufman continued the meeting with old business.  Regarding the water plant upgrade, he stated it is all still moving forward.  The police officer subject is tabled for now.  Village Attorney Hubbard stated that the sheriff would be willing to come speak to the Board at some point for more information regarding the Village getting a police officer.  Regarding policy and procedure, Mayor Kaufman stated he has re-wrote the entire Village employee policy and procedure book, so at a  later date the Board will be able to review it.  Regarding training programs, these are still being looked into.  Mayor Kaufman stated that his review of other Comprehensive Plans has made the Village of Hobart’s look very basic.  Updating ours will be a project.  Regarding annual physicals, those are still being looked into as well.  Mayor Kaufman stated he received a phone call from Cobleskill Stone regarding paving our roads.  They agreed to keep the quote they gave last year.  It would be approximately $100,000 to do Maple Avenue from the bridge to the water plant.  That includes milling and paving.  River Street would cost approximately $83,000.  Mayor Kaufman also spoke to a representative of Suite Kote and that company could mill the roads and place cold mix paving down and then oil and stone on top of that.  The cost for River Street and Pine Street combined would be approximately $36,000 while the same process for Maple Avenue would be approximately $48,000.  After some discussion, the Board agreed to go the cold mix paving route for the roads. 

            Mayor Kaufman continued the meeting with new business.  Regarding the Covid-19 update, Mayor Kaufman stated Governor Cuomo has extended the pause until May 15th.  He is working on revamping employees schedules beginning next week so that more work can be done while still practicing social distancing and working individually.  The update on HAC is that the flooring is done, Andrew Van Buren is moved into his space and happy and Darlene Kelley has moved into her space and is happy.  Headstart is still a possibility for a renter but their process is a lot longer to receive the okay to rent.

As part of the organizational meeting, Mayor Kaufman appointed the following positions, Clerk-Treasurer Kellee Estus, Village Attorney John Hubbard, Deputy Mayor Jim Quarino, Sewer plant: Jim Quarino and Gordy Key; Streets: Aaron Kaufman; Buildings and Grounds:  Kayla Mason; Water Plant: Amy Reinshagen, official newspapers: Mountain Eagle and The Reporter, petty cash: $50. He also stated a resolution to make the mileage rate the same as the 2020 IRS mileage rate which is 57.5 cents per mile was to be passed.  It passed with 4 ayes and no nays.  A resolution to designate the Delaware National Bank of Delhi and the NBT Bank – both Hobart branches as the Village’s depositories was also passed with 4 ayes and no nays from the Board.  Resolution No 5 titled Joint Sale of Tax-Acquired properties by the Village of Hobart and the County of Delaware was also passed with 4 ayes and no nays.  A motion to adopt the 2020-2021 Village of Hobart budget was unanimously made by Trustee Mason, Trustee Key, Trustee Reinshagen and Mayor Kaufman.  The Board present unanimously agreed to have Mayor Kaufman sign for approval of the following bills on Abstract No. 11:

A motion to close the meeting at 6:57 p.m. was made by Trustee Reinshagen, with a second from Trustee Mason, with all in favor, carried.  Meeting adjourned.
