VILLAGE OF HOBART BOARD MEETING MINUTES                               JULY 20, 2020

            The regular meeting of the Village of Hobart Board was called to order at 6:30 p.m. by Mayor Aaron Kaufman.  Those present were Mayor Kaufman, Trustees Jim Quarino, Amy Reinshagen and Kayla Mason, Clerk-Treasurer Kellee Estus, Superintendent of DPW Lucas McMullen and Cody Hager. 

            Superintendent McMullen reported to the Board that the crew has been very busy getting the roads ready for paving and taking out and installing a curb on Pine Street.  Discussion of flagging and closing the roads that are to be paved followed.  Mayor Kaufman reviewed the report from the Chief Operator of Waste Water.  They would like to take an online defensive driving course as it counts as credits for their continuing ed.  Trustee Quarino suggested doing sidewalks on our own in the future to save money. 

            The June Treasurer’s Report was reviewed by the Board.  A motion to accept with the following changes was made by Trustee Reinshagen, with a second from Trustee Quarino, with all in favor, carried.  In the NYC fund, transfer $27.08 from 1990 to 8130.2-3; transfer $375.00 from 1990 to 8130.2-4.  A motion to approve the minutes of last month’s meeting was made by Trustee Quarino, with a second from Trustee Reinshagen, with all in favor, carried.    

            Mayor Kaufman continued the meeting with old business.  He had a meeting with representatives of SpecGX LLC.  They will be providing the Village with a total of $65,000 for well maintenance of the new well. Regarding the subject of a police officer, Trustee Mason stated something has to be done with EMS first.  After some discussion, it was stated that Stamford, Hobart and Bloomville could combine and Hobart as a municipality could bill for calls.  Between Hobart and Bloomville alone, there are 3 fully stocked ambulances available.  It was decided to invite the Bloomville FD to meet with the Board members at 6 p.m. prior to the August 17 Board meeting to further discuss possibilities.  The subject of the police officer was tabled.   In regard to the Village Comprehensive Plan, Trustee Quarino stated the next two sections are completely out of date.  The Board will continue to work on it.  Regarding annual physicals, the Board agreed yes to them and are looking to do them in September.  Hearing needs to be included with the physical. There was discussion of also having a pulmonary function test but no decision was made.  In regard to HAC, Mayor Kaufman stated Headstart has publicized that they are looking at the River Street location.  They will use the kitchen and need to have the Department of Health inspect it.  There is a lot of renovation needed in the kitchen.  The reading room is still full of books.  It was agreed to publicize 2 days that it will be open to the residents of the Village to go in and take any books that they would like and then the remaining will be donated.  Some will be also be kept for a much smaller reading room.  Headstart will be using all of the children’s books.  Trustee Quarino stated the guard rails up across from the water plant needed addressing.  There are many instances where people have been injured or worse due to improperly kept guard rails or lack of.  There would not be any CHIPs money available as that is going to the paving project.  The lack of mulch at the playground was also discussed.  Trustee Quarino will price out what is needed.

            In new business, Mayor Kaufman stated that in the past the Village has discussed repairing the Maple Avenue culvert pipe as it is in very rough shape.  At the last meeting it was agreed to have a balloon type repair done at the expense of the Village. Mayor Kaufman has since been contacted by Delaware County Soil and Water regarding a 100% grant funded project estimated to cost $350,000 that they would like to do that would enlarge the culvert pipe size and repair the culvert.  This would also get the homeowners that are adjacent to the stream out of the flood zone.  The engineer involved with the project contacted the Mayor recently stating one homeowner had not given Delaware County Soil and Water permission to access his property so they could do a survey.  If they are unable to perform the survey, this would push the project back another year.  The culvert most likely won’t be able to withstand another two years.  Trustee Reinshagen will try to reach out to the homeowner.  A letter regarding late charges on a water and sewer bill and verbal miscommunication with Clerk Estus was read by the Mayor.  A decision was made to waive the penalties one time only now that the owner understands the water law.  A letter regarding a pool fill was also read.   The Board agreed to adjust the sewer side of the resident’s next bill.  A letter regarding tree removal was also read.  The Board discussed with Superintendent McMullen if there were any trees that needed to be addressed.   A motion to approve the following bills on Abstract No. 2 was made by Trustee Mason with a second from Trustee Reinshagen, with all in favor, carried

A motion to adjourn the meeting at 8:38 p.m. was made by Trustee Mason, with a second from Trustee Quarino, with all in favor, carried.  Meeting adjourned.
