VILLAGE OF HOBART BOARD MEETING MINUTES                        MARCH 14, 2021

 

           

The regular meeting of the Board of Trustees was called to order by Mayor Aaron Kaufman at 2:55 p.m.  Those present were Mayor Kaufman, Trustees Jim Quarino, Amy Reinshagen, Gordy Key and Kayla Muthig, Clerk-Treasurer Kellee Estus, Don Thomases, Joseph Andreno, and Tom Sprague of Schmidt’s Wholesale.  There were no department head reports.  Don Thomases stated that there was about $3,000 collected for the holiday lights.  The Business Alliance had met and would like to look at the existing holiday lights and work on repairing them.  Regarding the foot bridge project, Thomases stated that the Delaware County Bed Tax had granted the Village $9835 in funding toward the project.  The Board reviewed the February Treasurer’s Report.  A motion to accept with the following changes was made by Trustee Key with a second from Trustee Quarino, with all in favor, carried.  In the General Fund, transfer $1,315.00 from 1990 to 1620.1-3; transfer $39.98 from 1620.4 to 1620.4(HAC); transfer $13.47 from 1620.4-A to 1620.4-2.  In the Water Fund, transfer $12.80 from 1990 to 9060.1.  A motion to accept the minutes of last month’s meeting was made by Trustee Reinshagen, with a second from Trustee Mason, with all in favor, carried.  Mayor Kaufman continued the meeting with old business, tabling the police officer subject and stating nothing had been worked on for the comprehensive plan.  The Board discussed coming in a half an hour early before board meetings to work on the comprehensive plan.  There was no update of the progress of the Maple Avenue culvert project.  Jim Thomas, a Delaware County engineer did come out and look at the culvert and said he saw no reason for a weight limit restriction on the road at this time.  There were no new updates regarding EMS.  Mayor Kaufman stated he was waiting to hear from Andrew Van Buren regarding the foreclosure property letters.  There was nothing new to report regarding the infrastructure security subject.  Regarding the trailer park property, the first step is to see if the well is 150 feet from the property that Muthigs would like to purchase.  Regarding the LED light upgrade, the gentleman did come out and look at all of the Village’s buildings and documented which lights needed to be replaced.

            Mayor Kaufman opened the floor to community participation.  Joe Andreno stated he had attended a public hearing of the Planning Board on Tuesday night regarding his neighbor’s son submitting a site plan review application to have a home occupation firearms dealer business out of his father’s house.  There were numerous red flags that came up according to Mr. Andreno and he wanted to know if the Village Board was aware.  The Board was not fully aware of this and agreed to look into it further.  Tom Sprague of Schmidt’s Wholesale was present to inform the Board that since T-Mobile bought out Sprint in April of 2020, the one technology that our cellular read meters work off of will “sunset” any time after 1/1/2022.  Badger is willing to exchange the existing endpoints with new ones that will work with the technology provided and have a 20-year lifespan instead of only 10.  The endpoints will be offered at less than half price as well.  This is something that the Village does not have much of a choice to do. 

            The tentative 2021-2022 budget was reviewed by the Board.  Mayor Kaufman went through a few additional changes and new line items with the Board.  A public hearing will be set for 6 p.m. prior to the next board meeting on April 19th.   A motion to approve the following bills on Abstract No. 10 was made by Trustee Muthig with a second from Trustee Key, with all in favor, carried.

A motion to close the meeting at 5:06 p.m. was made by Trustee Muthig with a second from Trustee Key, with all in favor, carried.  Meeting adjourned.
