VILLAGE OF HOBART BOARD MEETING MINUTES                                                  JANUARY 17, 2022

 

               The regular meeting was called to order at 6:30 p.m. by Mayor Aaron Kaufman.  Those present were Mayor Kaufman, Trustees Amy Reinshagen, Kayla Mason and Jim Quarino, Clerk-Treasurer Kellee Estus, Superintendent of DPW Lucas McMullen, Zoning member Joe Andreno, Don Thomases, Cody Hager, Duane Martin, Daisy McMullen, Logan Firment and Eoin Byrne. 

               Superintendent of DPW Lucas McMullen reported to the Board that the crew has the plow and tire chains on the GMC truck in preparation of a major storm.  A 10 foot V-plow has been purchased as well with a $5000 donation from the Thompson Trust going toward that purchase.  The Christmas lights will be taken down next week. 

               Mayor Kaufman reviewed notes from Chief Operator of Waste Water Richi Horne.  He stated the plant had a surprise inspection from DEP and all was found to be good.  Jake needs more training hours and Horne had the in-person meeting with Mallinckrodt staff. 

               Don Thomases stated the Hobart Business Alliance received donations for the new Christmas lights ranging anywhere from $25 to $500.  He provided a list of the donators to the board.  The HBA intends to purchase 10 more Christmas lights for next year with remaining funds.  Regarding the footbridge project, there are some questions regarding property ownership where the projected footbridge would go.  Thomases also stated that as a fitness room member, the Nordic Track machine was in need of batteries and was wobbly and off balance.  He also asked if having a fitness room membership could also allow access into the gymnasium for walking or playing basketball.  The board said that it was a separate rental that requires proof of insurance and due to the heavy basketball schedule it would interfere with practices and wouldn’t be feasible.

               Joe Andreno of the ZBA stated there were no applications pending.  He stated there were two residents that attended the last zoning meeting and were interested in becoming members.  Andreno stated he would like to see the board have 5 members rather than 3 so they could get more accomplished.  The Board moved unanimously for the ZBA board to have 5 members instead of 3.  The new members to be sworn in will be Fred Nelson and Cody Hager. 

               A motion to approve the November 2021 Treasurer’s report with the following changes was made by Trustee Mason, with a second from Trustee Reinshagen, with all in favor, carried.  In the Water Fund, transfer $59.16 from 1990 to 8310.4-2; transfer $3.20 from 1990 to 9060.1.  In the NYC Fund, transfer $434.17 from 8130.4-14 to 8130.1-5.   A motion to approve the December 2021 Treasurer’s Report with the following changes was made by Trustee Quarino, with a second from Trustee Mason, with all in favor, carried.  In the General Fund, transfer $107.00 from 1620.4-7 to 1620.4-6; transfer $195.00 from 1620.4-D to 1620.4-E.  In the Water Fund, transfer $16.00 from 1990 to 9060.1.  In the Sewer Fund, transfer $181.44 from 8130.4-1 to 8130.4-13; transfer $972.17 from 8130.4-1 to 8130.4-27.  In the NYC Fund, transfer $370.78 from 8130.1-3 to 8130.1-5; transfer $484.17 from 8130.4-1 to 8130.4-13; transfer $972.17 from 8130.4-1 to 8130.4-27.  A motion to accept the minutes of the November board meeting was made by Trustee Reinshagen, with a second from Trustee Quarino, with all in favor, carried. 

               In old business, Mayor Kaufman stated regarding the water plant upgrade, the pump test had been done and was 47 gallons per minute.  A conference call is scheduled for Thursday morning of this week with all parties involved to get an update of where the project is at.  Mayor Kaufman stated he had submitted the grant application to Robinson Broadhurst Foundation for the police officer.  Regarding EMS, there was no new update.  Trustee Mason stated the Stamford EMS members have been working together with the Hobart EMS and it is a positive thing.  Regarding property conditions, Mayor Kaufman stated Mr. Bishop has received another letter of violation from the Code Enforcement officer.  Regarding Airbnbs it was suggested by ZBA board member Joe Andreno to change the terminology to short-term rentals rather than transient rentals in the drafter local law.  The ZBA will draft a short-term rental in the zoning and then help the Village board with a law for short-term rentals.

               In new business, Mayor Kaufman read Resolution No.  1 of 2022 determining the polling location for the March election to be 80 Cornell Avenue, Hobart, NY 13788.  This was passed unanimously by the board.  The board also unanimously agreed to pass Resolution No. 2 of 2022 titled Adoption of the Delaware County Multi-Jurisdictional All-Hazard Mitigation Plan Update.  Regarding guard rail pricing, it was tabled as Brent Trimbell was not at the meeting.  Mayor Kaufman opened the floor to community participation.  There was none.  A motion to approve the following bills on Abstract No. 8 was made by Trustee Mason, with a second from Trustee Reinshagen, with all in favor, carried.

A motion to adjourn the meeting at 8:08 p.m. was made by Trustee Reinshagen, with a second from Trustee Mason, with all in favor, carried.  Meeting adjourned.
