VILLAGE OF HOBART BOARD MEETING MINUTES                          MARCH 21, 2022

 

            The regular meeting of the Village of Hobart Board of Trustees was called to order by Mayor Aaron Kaufman at 6:30 p.m.  Those present were Mayor Kaufman, Trustees Kayla Mason, Jim Quarino and Gordy Key, Clerk-Treasurer Kellee Estus, Village Attorney John Hubbard, Superintendent of DPW Lucas McMullen, Chief Operator of Waste Water Richi Horne, Don Thomases, Cody Hager, Duane Martin, Mary VanValkenburg and Brooke Wood.  

            Superintendent McMullen reported to the Board that things are getting back to normal since the water main break and plowing snow. He said that a pine tree at the baseball field was cut down and the curb/shoulder of Sheffield Lane will need to be repaired as it has broken off.  Chief of Waste Water Operator Horne reported to the Board that Solar Liberty had replaced an inverter at the plant and the crew has been doing CIPs on microfilter racks.  She stated they had been busy with weather events in February and have completed one week of wet testing.  Don Thomases told the Board that Don Dales is putting his properties up for sale other than the one that he lives in.  The property owned by Don Bishop still has not been addressed. A decision regarding moving forward with the holiday lights has to be made.  Regarding the footbridge, the deed of the property next to the Village property will be looked at by Village Attorney Hubbard.  The business alliance had a few options for projects that Thomases ran by the Board.  There was nothing to report for Planning Board or ZBA.  A motion to approve the February Treasurer’s report with the following changes was made by Trustee Quarino, with a second from Trustee Mason, with all in favor, carried.  In the General Fund, transfer $113.29 from 1620.4 to 1320.4; transfer $139.19 from 1620.1-1 to 1325.4; transfer $477.03 from 1620.4 to 1620.4-1; transfer $52.22 from 1620.4 to 1620.4-3; transfer $308.36 from 1620.4-A1 to 1620.4-2; transfer $113.65 from 1620.4 to 1620.4(HAC); transfer 5.28 from 1950-A.1 to 1950-B; transfer $1602.97 from 3410.2 to 3401.4; transfer $118.83 from 4540.2 to 4540.4-7; transfer $204.81 from 5110.4 to 5142.3; transfer $2798.19 from 5110.4 to 5142.4.  In the Water Fund, transfer $19.50 from 1990 to 8310.4-1; transfer $22.40 from 9060.2 to 9060.1. In the Sewer Fund, transfer $50.18 from 8130.4-21 to 8130.4-13. * All other overages are due to delayed reimbursement payment from NYCDEP. Covered with sewer account funds.  In the NYC Fund, transfer $781.83 from 8130.1-3 to 8130.1-5; transfer $418.60 from 8130.2-1 to 8130.4-11; transfer $54.96 from 1990 to 8130.4-13; transfer $949.05 from 8130.4-4 to 8130.4-23; transfer $5.93 from 1990 to 8130.4-32. 

            Mayor Kaufman continued the meeting with old business.  There is no new update for the water plant upgrade, the police officer is still tabled and EMS is ongoing.  The non-profit board meeting was this Wednesday night.  There was no update for the Airbnb subject or the guardrails. 

            Mayor Kaufman continued the meeting with new business.  The draft of the 2022-2023 annual budget was distributed to the Board.  Mayor Kaufman stated a public hearing would be held at 6 p.m. prior to next month’s board meeting for the budget.  Mayor Kaufman stated there would be no tax cap override.  The board reviewed the ZBA application that had been amended with the changes from Village Attorney Hubbard.  A motion to accept the application with the applied changes was made by Trustee Mason with a second from Trustee Key, with all in favor, carried.  Regarding the one call system to help notify residents, Mayor Kaufman stated he had a line item in the new budget for this and he will be receiving a pricing kit for the installation and set-up.  The Women’s Writers Festival would like to rent the pavilion for their 3-day event in September and also put a tent up outside of the community center by the horseshoe pits.  Mayor Kaufman said that would be fine.  A motion to accept the following bills on Abstract No. 10 was made by Trustee Key with a second from Trustee Mason, with all in favor, carried.

A motion to close the meeting at 7:44 p.m. was made by Trustee Mason, with a second from Trustee Quarino, with all in favor, carried.  Meeting adjourned.
