VILLAGE OF HOBART BOARD MEETING MINUTES                       SEPTEMBER 19, 2022

            The regular meeting of the Village of Hobart Board of Trustees was called to order at 6:32 p.m. by Mayor Aaron Kaufman.  Those present were Mayor Kaufman, Trustees Kayla Mason, Amy Reinshagen and Jim Quarino, Clerk-Treasurer Kellee Estus, Village Attorney John Hubbard, Superintendent of DPW Lucas McMullen, Chief Operator of Wastewater Richi Horne, Don Thomases, Cody Hager, Christine Kaufman, Brooke Wood and Randall Kruger Jr.

            Superintendent Lucas McMullen reported to the Board that there still is low groundwater levels at the Eklund wells.  The crew removed the railroad ties and worked on clearing out the trail by the Community Center driveway. They also helped work on the guardrail project on Maple Avenue with the Town of Stamford crew.  Superintendent McMullen said he had 115 of 180 endpoints installed for the water meters.  The starter on the GMC truck was bad so they took it to Thering’s to get fixed.

            Chief Operator of Wastewater Richi Horne reported to the Board that they had multiple equipment serviced and fixed.  The electrical engineer did a site visit and is ready to start plans if he gets the okay from NYCDEP. 

            Don Thomases stated the Sausage and Brew Festival and the Women’s Writers Festival had taken place since the last meeting.  Mayor Kaufman stated the Village Board will be taking over the banner project.  A motion to accept the July Treasurer’s Report with the following changes was made by Trustee Quarino, with a second from Trustee Reinshagen, with all in favor, carried.  In the General Fund, transfer $13.00 from 1990 to 1910-M; transfer $392.44 from 1990 to 5110.4-4.  In the Sewer Fund, transfer $96.45 from 1990 to 9050.  In the NYC Fund, transfer $13.64 from 1990 to 8130.4-23; transfer $924.92 from 1990 to 8130.4-20.  A motion to accept the August Treasurer’s Report with the following changes was made by Trustee Quarino, with a second from Trustee Mason, with all in favor, carried.  In the General Fund, transfer $32.52 from 1990 to 1362.4; transfer $1918.14 from 5110.1-1 to 4540.4.  In the Sewer Fund, transfer $24.62 from 1990 to 8130.1-5.  In the NYC Fund, transfer $101.94 from 1990 to 8130.1-5.  A motion to approve the July minutes was made by Trustee Reinshagen, with a second from Trustee Quarino, with all in favor, carried.            

            In old business, Mayor Kaufman stated there was no update on the water plant upgrade.  Regarding EMS, Mayor Kaufman stated the Headwaters board wanted to take the Village out of the situation and let the three towns, Kortright, Stamford and Harpersfield take charge.  Mayor Kaufman met with the Rural District board.  They are now giving the Village $4000/year.  The guardrail project is complete.  New York State is requiring a lead pipe test which would require the Village going to every residence and do a scratch test on the pipes.  If lead is detected, the Village has 30 days to fix it.  Regarding Restore NY, the application is completed.  Regarding NYSEG poles on Maple Avenue, Verizon will be taking their lines off. 

            In new business, Mayor Kaufman stated the culvert on Maple Avenue is getting worse.  Superintendent McMullen stated the water is washing away underneath and around the pipe itself now.  Mayor Kaufman stated that the board needs to start working on the comprehensive plan again. In regard to the fire truck, 1812 is a frontline truck that is approaching 20 years old.  There is discussion of the Rural District and the Village going in on one new fire truck together.  The Rural District is also thinking of the possibility of eliminating the Rural District; their tax money would come to the Village.  Regarding the one call system, Mayor Kaufman stated he has made numerous phone calls and emails to the company with no response back.  He will look to find another organization to contact.  Regarding the invoice from Cedarwood Engineering, it was determined that the Village did not give authorization to pay for an engineer.  The board discussed and agreed in going through with changing the Village Code Enforcement officer.  A motion was made to approve the following bills on Abstract No. 4 by Trustee Mason with a second from Trustee Reinshagen, with all in favor, carried.

            A motion to adjourn the meeting at 9:04 p.m. was made by Trustee Quarino, with a second from Trustee Mason, with all in favor, carried.  Meeting adjourned.
