Monthly Board Meeting
July 7, 2025, Minutes
The regular board meeting was called to order by Mayor Kaufman at 6:31pm. Those present were Deputy Mayor Amy Reinshagen, Trustee Kayla Mason, Trustee Randy Roe, Treasurer Michelle Sicari, Head of Wastewater Richi Horne, Hobart Business Alliance- Don Thomases, Code Enforcement Officer- Richard Briscoe. Community members present were Ayhan Dargin, Cody Hager, and Donna M. Arnone.
Mayor Kaufman proceeded with Department Head reports.
Lucas McMullen (Superintendent of DPW) was not present due to being on vacation.
Richi Horne (Chief Wastewater Plant Operator) presented her report. She stated that she had been updating her files with the new budget year. With the increase in wet weather events, the plant has been dealing with higher flow levels. She went on to explain that the new drive for the sludge pump on the NYC side has been installed and is running well. Lucas McMullen, Jake Palmatier, and herself recently attended training in Sidney to update their required water and sewer credits. Richi also reported she has begun working on the Delaware River Basin discharge document. Joey Kaufman retook his state license test on June 5th and failed. She was excited to report Lucas McMullen took his state license exam on June 24th and passed.
Don Thomases (Economic Development/ Business Alliance) spoke next. He explained Kathy was unable to attend the meeting this evening, so he was filling in. He began with a question concerning who would be hanging the banner up on State Route 10 in the village. The mayor explained they had gotten the permit and that was all that had been asked of the village. He suggested contacting Verizon, who has a bucket truck here in town, to hang the banner across Route 10. Another question was asked concerning the power supply in the gazebo next to the community center as a band was going to be playing there. It was agreed that, if necessary, an extension cord could be run to the gazebo. He summarized the events planned for the Hobart Historical Day on July 19th with a walking tour at 10:00 am, a panel discussion about growing up in Hobart at 12:00 at the Community Center, 2 food trucks would be present at the Community Center, and the churches in town would be open. Next, Mr. Thomases explained he had placed two sandwich-style boards advertising Kidstock on Main Street, and one had turned up missing. The Mayor said he would investigate this matter.
Board Member Reports:
Trustee Jim Quarino (HAC) was absent from the meeting.
Trustee Randy Roe (Streets) had nothing to report.
Deputy Mayor Amy Reinshagen (Water & Sewer) had nothing to report at this time.
Trustee Kayla Mason (Hobart Fire/EMS) had nothing to report.
Trustee Jim Quarino (HAC Committee) was not present at the meeting and no one else was present on the committee either.
Zoning Board- No Report
Planning Board- No Report
Fire Department- No Report
Mayor Kaufman asked for acceptance of the secretary/ treasurer's report from the board. A motion was made by Deputy Mayor Reinshagen, Seconded by Trustee Mason. Motion was carried. AYES: Unanimous
Mayor Kaufman asked for approval of minutes from the last meeting. A motion was made by Trustee Roe, seconded by Trustee Mason. Motion was carried. AYES: Unanimous
Old Business:
Water Plant Upgrade: Mayor Kaufman explained that paperwork had been filed today by LaBerge.
Generator Project: Mayor Kaufman has finished reviewing the contract and will need to get it notarized so it may be returned to NYC.
Fire Cleanup of Main St. Property: Richard Briscoe (Code Enforcement Officer) stated that he had not heard anything else from the homeowner. Two possibilities were presented concerning cleanup. The first possibility is that the Village pays to have the property cleaned up. The cleanup cost would be added to the homeowner's taxes. The second possibility is that the homeowner signs the property over to the village. Richard Briscoe suggested the village contact an attorney and get prices on what it would cost to clean up the property. This will be tabled for further discussion.
Tree Work to HAC: Tree work has been completed, and the trees have been removed.
Back Taxes/ Foreclosures: Mayor Kaufman states that the attorney working on this is leaving the firm, and a new attorney from the same firm, Coughlin & Gerhart, has taken over.
Baseball Field Work: The work has been completed on the baseball field using the grant money from Spec Gx.
Concrete work at Courts: The concrete work at the courts has been completed.
Garbage in Village Parking Lot: The garbage has been totally cleaned up.
HAC Roof: The mayor received a roof quote of $110,000.00 to put on a new roof. To help fund this project we will be going through the O’Connor Foundation for a grant.
New Business:
Water/Sewer Connection: The cemetery has requested a water/ sewer hookup. It was agreed by all board members to grant the cemetery a water/ sewer hookup.
Sidewalk Repair: Mayor Kaufman explained that Mr. Whritner has taken care of securing and reinforcing the building where the sidewalk repair needs to take place. The village will be putting in a new sidewalk in this area on Main Street soon.
Resolution 2025:16- 2025 Community Development Block Grant Program: Mayor Kaufman asked for a motion to adopt the above resolution from the board. A motion was made by Trustee Roe, seconded by Trustee Mason. Motion was carried. AYES: Unanimous
Floor Open for Community Participation: Don Thomases inquired about the pickleball court, and Mayor Kaufman explained the concrete work had been completed around the court.
There was no motion to go into the executive session.
A motion to pay the bills was made by Trustee Roe, seconded by Deputy Mayor Reinshagen. Motion carried. AYES: Unanimous Bills were paid as written

A motion was made to adjourn the meeting by Trustee Roe, seconded by Deputy Mayor Reinshagen. Motion carried. AYES: Unanimous
