VILLAGE OF HOBART
VILLAGE BOARD MEETING
Tuesday, February 11, 2026
The Mayor called the meeting to order at 6:30pm. Present at the meeting were Deputy mayor, Amy Reinshagen, Trustee Kayla Mason, Trustee Randy Roe.
Trustee Jim Quarino was absent. Lucas McMullen, DPW. Katherine Sparkes, clerk. Don Thomases present representing Hobart Community Alliance. Michelle Sicari was absent, as well as Richi Horne, HWWTP supervisor, and Richard Briscoe, code enforcement officer.
Community members in attendance, Ayhan Dargin, Josh Mason and Cody Hager.
II Department Head Reports:
a. Supt. Of DPW, Lucas McMullen, workers were busy with the large snowstorm on Jan. 25. With recent below freezing temperatures there have been many freeze ups in the Village. The Village Christmas lights will be taken down when weather permits.
b. Head of Wastewater, Richi Horne, absent, no report.
c. Economic Development, Don Thomases, items that will be discussed in old business, later in the meeting. Inquiring about a speed sign on Main Street, discussed. This has to be taken to NYS DOT they are the ones that will outline the needs for the project. Also, Brooke Woode looked into this several years ago, Don will reach out to her in this matter.
d. Board Member reports: None
e. HAC Committee: None
f. Zoning Board: None
g. Planning Board: The planning board will be meeting tonight at 7:00pm to start the process of the new comprehensive plan.
h. Fire Department: None
III. Approval of Secretary/Treasurers report, Motion made by Deputy mayor Amy Reinshagen, 2nd by Trustee Randy Roe, all ayes, passed.
IV. Approval of Minutes from last meeting as corrected, (1/5/2026) motion made by Trustee Randy Roe, 2nd. by Deputy Amy Reinshagen, all ayes, passed.
V. Old Business
a. Water plant upgrade: Laberge is getting bids out, estimated time of work to begin the summer of 2026. Work Continues on obtaining an easement for the well at Mallinkrodt, looking to have it Grandfathered in.
b. Generator Project: lowest bid sent to NYC, in progress
c. Fire Cleanup 394 Main Street: The code enforcement officer has tried many times to meet with property owner. Unsuccessful. The board discussed having the paperwork served by the Sherriff. The board approved to move ahead with this.
e. Roof Checks: Due to weather the roof checks will be done when weather permits.
f. Playground/Splash pad: Jim Quarino absent, he has information
pertaining to the splash pad. Grants through the State and O’Connor Foundation to be submitted. There is also money left over from the REACH program from many years ago.
g. Local Law for Sidewalks: tabled, awaiting more information.
h. Street Lights on Cornell Ave: A request for service has been submitted to NYSEG. Awaiting how to proceed.
i. Building Access: sheets to be made for sign in to HAC. This will be made
up by the clerk and distributed to HAC.
VI. New Business:
a. HAC Roof Replacement Project: Looking to obtain grants to finance repairs.
b. Comprehensive Plans: Planning Board starting process tonight. Discussion regarding community input, this will be a long process. The community will be asked for input eventually. Presently only the Planning board members are involved.
c. Expansion of HAC Fitness Center: Jim Quarino absent to give report. The expansion includes two unused rooms at HAC. Tabled.
d. Insurance update: Looking into using a Municipal Company, requested quote, awaiting quote.
e. Ambulance Issues: Representing Headwaters EMS, Dusty & Eileen King,
Brooke Calaci and Seth Frude. The Village has received an offer from Headwaters to purchase two on the Villages ambulances. Discussed, tabled so Trustee Quarino can be active in this matter. Tabled until
Friday, 2/13,2026, the Mayor will contact Headwaters with a decision.
VII. Floor open for Community Participation: questions regarding the two rooms at HAC, discussed. Question regarding back tax properties, discussed.
Public meeting adjourned at 6:55pm. Board into executive session to pay bills.

Next Village Board meeting is scheduled for Monday, March 2, 2026 at 6:30pm.
Village elections are scheduled for Wednesday, March 18,2026.
