VILLAGE OF HOBART BOARD MEETING MINUTES                            October 17, 2016

 

            A public hearing was held prior to the Village Board meeting for the proposed Local Law to Regulate Outdoor Open Burning in the Village of Hobart. The proposed law is titled “Open Burning Law”.  The hearing was opened by Mayor Aaron Kaufman at 6:00 p.m.  Those present were Mayor Kaufman, Trustees David Hotaling, Gordy Key, Jim Quarino and Charlie Reinshagen, Clerk-Treasurer Kellee Estus, Village Attorney John Hubbard, Superintendent of DPW Lucas McMullen, Bill Coleman, Karen Joy and Steve Coster.  A question of how this law would affect a farm in an Ag District was brought to the attention of the Board.  It was agreed that a clause be added in to the law that it does not apply to farms located in the Ag District.  A few grammatical errors were fixed in the law by Village Attorney Hubbard.  The hearing was closed by Mayor Kaufman at 6:30 p.m.

            The regular meeting of the Board of Trustees was called to order at 6:30 p.m. by Mayor Aaron Kaufman.  Those present were all for the public hearing along with Chief Operator Richi Horne, Tim Rausch, Dan Wade, Jake Palmatier and Andrew Flach.  The Secretary/Treasurer’s Report was accepted with the following changes by Trustee Hotaling with a second from Trustee Key, with all in favor, carried.  In the Water Fund, transfer $6.40 from 1990 to 9060.1.  In the NYC Fund, transfer $1470.35 from 1990 to 8130.4-4.  A motion to accept the minutes of last month’s Board meeting was made by Trustee Quarino, with a second from Trustee Reinshagen, with all in favor, carried. 

            Superintendent Lucas McMullen gave the water report to the Board.  He stated there was a communication issue again that Verizon fixed.  Everything was working well now.  McMullen reported to the Board that the Mallinckrodt water meters have been delivered.  He also stated the crew had been exercising water main valves and had to dig up and repack a valve when one developed a leak on Maple Avenue.  Superintendent McMullen stated they are also waiting for a wiring harness for the tool cat snow blower.   The crew has begun collecting leaves with the leaf vacuum and the last trash day for October is tomorrow.

            Chief Operator Richi Horne reported to the Board that the generator was serviced.  Tim and Jake serviced the blowers and Tim pressure washed the press.   In regard to the SPDES testing, she is still waiting for USGS to send an addendum for testing that wasn’t initially in the agreement.  Horne stated there is electrical work that needs to be done and they have one quote for the work so far.  A thank you letter along with the results of their tests will be sent to the homeowners who participated in the lead and copper testing of their water.  Horne stated all results were good. 

            Andrew Flach stated he followed up with a conversation with Lamont Engineering regarding hydroelectric power.  He will meet with them to look at the original plan and any possibilities.

            There was no fire department report as Josh Mason was absent from the meeting.  Mayor Kaufman stated he would tell Chief Mason about a fire department member who recently rented the center and was to return prior to the event to pick up the key and drop off the insurance form, and did not but used their fob to access the room for the event.  Chief Mason will be asked to address this.  Mayor Kaufman tabled the LEP Compliance requirement as he still needs more direction in what is required.

            In new business, Mayor Kaufman stated there is a meeting on October 20th that will be held at the Village of Stamford Hall for a coalition of Delaware County Villages to brainstorm on important issues involving the Villages - foremost, outstanding taxes.  Mayor Kaufman stated he was going and invited any other Board members to do so if they could. 

            In regard to the timber, Trustee Hotaling stated after more research, the Village owns at least 6 different parcels in the amount of 300+/- acres in the Town of Stamford and the Town of Roxbury where the old water supply was.  The Village could have the timber logged which would happen in the spring, and then sell the land.  The Village will send letters to the adjoining landowners notifying them of the intent to sell.  Because of the size of the acreage, it is believed the Village would have to have a public hearing.  All of the Board members agreed to move forward with this idea.

            A motion was made by Trustee Hotaling to accept the proposed Local Law entitled “Open Burning Law” with the changes set by Village Attorney Hubbard.  Trustee Key moved to second the motion, with all in favor, carried.

            Mayor Kaufman opened the floor to community participation.  Bill Coleman asked that when it snows this winter, the crew doesn’t plow the sidewalk snow onto his fruit trees as was happening in the past. 

             A motion to approve the following bills on Abstract No. 5 was made by Trustee Hotaling with a second from Trustee Key, with all in favor, carried.

            A motion to go into executive session at 7:02 p.m. to discuss employee issues was made by Trustee Key with a second from Trustee Reinshagen, with all in favor, carried.

            A motion to come out of executive session at 8:20 p.m. was made by Trustee Hotaling, with a second from Trustee Key, with all in favor, carried.

            The Board discussed Richi Horne’s request to change her hours from 7-3:30 to 8-4:30 p.m.  After discussion, the Board agreed to this request and to send it to her in a written letter.  A motion to close the meeting at 8:40 p.m. was made by Trustee Hotaling, with a second from Trustee Key, with all in favor, carried. Meeting adjourned.
