VILLAGE OF HOBART BOARD MEETING MINUTES                             APRIL 16, 2018

 

A public hearing for the proposed 2018-2019 Budget was held prior to the Board meeting.  The hearing was opened by Mayor Aaron Kaufman at 6:07 p.m.   Those present were Mayor Kaufman, Trustees Jim Quarino, Amy Reinshagen, Kayla Mason and Gordy Key, Clerk-Treasurer Kellee Estus, Village Attorney John Hubbard, Superintendent of DPW Lucas McMullen, Chief of Waste Water Richi Horne, Kristina Zill, Melissa Pycroft, John Houshmand and Andrew Flach.  The public hearing was closed by Mayor Kaufman at 6:30 p.m. with no comments from the public.

            The regular board meeting was called to order by Mayor Aaron Kaufman at 6:30 p.m.  Those present were the same as the public hearing.  A motion to accept the Treasurer’s report with the following changes was made by Trustee Key, with a second from Trustee Reinshagen with all in favor, carried.  In the General Fund, transfer $54.00 from 1620.4-1 to 1325.4-4; transfer $.39 from 1620.4-1 to 1620.4-E; transfer $741.27 from 1620.4 to 1620.4(HAC); transfer $272.12 from 1910-H to 1910-D; transfer $358.20 from 1950-A to 1910-F; transfer $115.60 from 5110.4-1 to 5142.4-1; transfer $790.38 from 5110.4 to 5142.4.  In the Water Fund, transfer $79.60 from 8340.4 to 1910.1; transfer $37.98 from 8310.4 to 8310.4-2; transfer $40.00 from 8340.4-8 to 8340.4-2; transfer $12.80 from 9060 to 9060.1.  In the Sewer Fund, transfer $111.44 from 8130.1-7 to 1910-3; transfer $3.77 from 8130.1-7 to 8130.1-2; transfer $5.11 from 8130.4-1 to 8130.4-12; transfer $9.91 from 8130.4-1 to 8130.4-13; transfer $550.38 from 8130.4-39 to 8130.4-3; transfer $259.80 from 8130.4-2 to 8130.4-4.  In the NYC Fund, transfer $246.76 from 1910-1 to 1910-3; transfer $196.99 from 8130.1-7 to 8130.1-2; transfer $67.77 from 8130.4-10 to 8130.1-5; transfer $181.75 from 8130.4-12 to 8130.2-7; transfer $23.80 from 8130.4-24 to 8130.4-15; transfer $1734.78 from 9060 to 8130.4-3; transfer $115.49 from 8130.4-8 to 8130.4-33; transfer $531.50 from 8130.4-8 to 8130.4-4.  A motion to accept the minutes of last month’s meeting was made by Trustee Reinshagen with a second from Trustee Key, with all in favor, carried.

            Superintendent of DPW Lucas McMullen reported to the Board that they repainted the plow for the Ford and painted and serviced the broom and flail mower.  They have also begun sweeping up the streets starting with River Street.  They have a culvert in front of the Schoen residence on River Street to fix.  Superintendent McMullen stated the Trash Days will be the first and second Tuesday of May.  Mayor Kaufman reminded McMullen of the change in location for the radar speed sign.  Chief of Waste Water Richi Horne reported they replaced a pump motor for the poly feed line.  Pall Corporation did a service on the microfilters and they said that the hot water project made a big difference.  Horne stated she had been speaking with Tara Beck of SpecGX and is requesting time to ask Mike Harrington questions regarding SpecGX’s sewer use permit such as  where he came up with some of the numbers and limits that were set.  This brought up a discussion about cost to do this and whether it would be a split with SpecGX or at their cost.  The permit will have to be looked at again.  Horne stated there is one Sunday that she and coworker Rausch are unable to cover the plant.  She is requesting employee Palmatier to work that day.  Chief Operator Horne also stated there is a rural water conference in May at the Turning Stone Casino that she would like to attend.  The dates are May 21, 22, and 23rd. 

            Andrew Flach put a request in for the Farmer’s Market sign to go up in the middle of May.  He told Superintendent McMullen he was available for help with this.

            In old business, regarding the Village property off of Reservoir Road, Trustee Reinshagen stated she had spoken to a forester regarding the property.  In regard to the proposed local law for snow, Mayor Kaufman had a draft copy for all the Board members and Village Attorney Hubbard.  Discussion followed on the wording.  Village Attorney Hubbard had some suggestions of wording changes.  A motion to have a public hearing at 6 pm prior to next month’s Board meeting to vote on the proposed local law was made by Trustee Reinshagen with a second from Trustee Quarino, with all in favor, carried. 

            In new business, Mayor Kaufman stated the oaths of office for the Trustees had been done.  As part of the organizational meeting, Mayor Kaufman gave the following appointments and designations:  Village Clerk-Treasurer, Kellee Estus, Village Attorney, John Hubbard, Deputy Mayor, Jim Quarino, sewer plant, Jim Quarino and Gordy Key, streets, Mayor Kaufman, buildings and grounds, Kayla Mason and water plant, Amy Reinshagen.  Petty cash is set at $50.00 and the official newspapers are The Reporter and the Mountain Eagle.  A resolution to designate the Hobart branch of NBT Bank and Delaware National Bank of Delhi was passed with all ayes from the Board.  A resolution to designate the IRS mileage rate of 2018 which is 54.5 cents per mile was also passed with all ayes from the Board. 

            Kristina Zill of Transitions Catskills submitted information to the Board regarding proposed bike rack sights in the Village and discussed these possible locations with them.

            Melissa Pycroft and John Houshmand submitted the idea of having rowboats on the pond  outside of the Community Center to the Board.  They stated it would be seasonal use, manned and staffed, all insurance and appropriate waivers would be in place, a certified life guard would be present and precautions would be taken to keep the boats from getting too close to the edge of the pond.  A dock would need to be built and a structure would have to be made to house the boats when not in use.  A discussion followed on the idea.   Mayor Kaufman continued the meeting with a question of allowing residents to own fowl that would be free range in the Village.  After some discussion, it was decided to table this until the Village can look to see what the Village of Stamford has as far as any ordinance.  The Village of Delhi does not allow it.  A motion to adopt the 2018-2019 Village of Hobart budget was made by Trustee Key, with a second from Trustee Reinshagen, with all in favor, carried.  Mayor Kaufman stated the Village received $3750.90 from the NYS division of Homeland Security and Emergency Services for the March 2017 snow storm.  Superintendent McMullen submitted paperwork for this to happen. 

            A motion to pay the following bills on Abstract No. 11 was made by Trustee Reinshagen, with a second from Trustee Mason, with all in favor, carried.

A motion to adjourn the meeting at 8:38 p.m. was made by Trustee Reinshagen with a second from Trustee Mason, with all in favor, carried.  Meeting adjourned.
